For many years San Francisco has monitored the processes of transformation using simulations to inform urban design decision-making. The essay focuses on two recent building proposals, which have tested the nature of the relationship between simulation and public-policy formation. The story of these proposals underlines how important it is for simulation experts to remain neutral with regard to position and affiliation.
