This contribution is a synthesis of the opening speech of the World City Forum held in Barcelona in September 2004. With an overview on urban planning in Italy and in Europe, it is described the changing of topic problems and urban policies in last 50 years, the process of reform, the necessity of modernizing urban transformation tools.
