The article illustrates the experience of an urban regeneration program active in the United States since the mid-80s, called Main Street America, whose main purpose is to promote urban regeneration based on local resources and managed by the local community. There are two specific characteristics of the program: the special attention dedicated to the recovery of the historical artistic heritage and the identification of the commercial sector as an economic activity on which to base the process of urban regeneration. Regarding the first aspect (which has brought to the program the support of the National Trust for Historic Preservation), the valorization of historical heritage has the dual function of consolidating the identity of the local community and at the same time offering an urban environment of high architectural quality for the development of commercial activities. At the same time commercial activities are identified as the economic sector able to promote the development of small businesses at the local scale. The article illustrates in the first part the participative and action oriented methodological model used by Main Street. In the second part we illustrate two concrete experiences in two different cities of the States: the Shaw district in Washington DC and the commercial Corridor of Brookland park boulevard in Richmond, Virginia.

LO SPAZIO COMMERCIALE COME MOTORE DI RIGENERAZIONE URBANA: IL PROGRAMMA MAIN STREET NEGLI STATI UNITI

L'articolo illustra l'esperienza di un programma di rigenerazione urbana attivo negli Stati Uniti già dalla metà degli anni '80, denominato Main Street America, il cui scopo principale è quello di promuovere interventi di rigenerazione urbana fondati sulle risorse locali e gestiti dalla comunità locale. Due sono le specifiche caratteristiche del programma: la particolare attenzione dedicata al recupero del patrimonio storico artistico e l'individuazione del settore commerciale come attività economica su cui fondare il processo di rigenerazione urbana. Per quanto riguarda il primo aspetto (che ha portato al programma stesso il sostegno del National Trust for Historic Preservation, la valorizzazione del patrimonio storico ha la duplice funzione di consolidare il sentimento identitario della comunità locale e allo stesso tempo offrire per lo sviluppo delle attività commerciali un ambiente urbano di elevata qualità architettonica. Le attività commerciali sono a loro volta individuate come il settore economico in grado di promuovere lo sviluppo di piccole imprese alla scala locale. L'articolo illustra nella prima parte il modello metodologico partecipativo ed action oriented utilizzato da Main Street; nella seconda parte si illustrano due esperienze concrete realizzate in due diverse città degli States: il quartiere Shaw a Washington DC e il Corridoio commerciale di Brookland park boulevard a Richmond, in Virginia.

Giuseppe Fera
is Full professor of Urban Planning at the Department of Architettura e Territorio of the University of Reggio Calabria. Among its main research topics are the processes of informal building production and self-construction, the territorial policies for the mitigation of seismic risk, and the processes of strategic and community planning. He is the author of numerous books, including La città antisismica and Urbanistica, Teorie e Storia for the Gangemi publisher and, more recently, La pianificazione strategica comunitaria for F. Angeli.
Giuseppe Fera è ordinario di Urbanistica presso il Dipartimento Architettura e Territorio dell'Università di Reggio Calabria. Fra i suoi principali temi di ricerca si ricordano i processi di produzione edilizia informale e l'autocostruzione, le politiche territoriali per la mitigazione del rischio sismico, i processi di pianificazione strategica comunitaria e partecipata. E' autore di numerosi libri fra cui La città antisismica e Urbanistica, teorie e storia per l'editore Gangemi e, più recentemente La pianificazione strategica comunitaria per F. Angeli.
